Add python-moira to debathena-standard

It's lame that anybody who wants to write locker software in Python that accesses moira needs to maintain their own copy of python-moira, or shell out, given that we already maintain python-moira packaging (for debathena-moira-gui, in debathena-login-graphical). We should install it in debathena-standard (probably via debathena-locker or something). See also -c debathena -i python-moira on 2013-10-16.
