Description
It's fairly common for people to be generating bounces because their MIT inbox is full but they're splitting e-mail to a non-MIT provider and have forgotten about their MIT inbox. If you're SPLIT, I'd like the e-mail quota warning dialog box to have a button to cause you to switch to SMTP instead.

How about a button to launch Thunderbird/Evolution? to clean up the inbox, and a button that only starts working once you get below 80% (or 99%) quota usage or something?

If it has a button, people will just click it, and their MIT inbox will continue to be over quota, and will exhibit different and perhaps more subtle failure modes.
We can perhaps change the dialog text if they're SPLIT to be more explicit, but a "Click this to stop caring" button is not a good idea.
