Update /usr/prototype_user/welcome for the 21st century

Description

This file is super crufty and should be updated. Updating it by April will ensure that most of the class of 2014 gets the new version. Coordination with ops is required to ensure that it makes it onto the registration server.

I want to get this done ASAP, to get it to Garry in time to put on the moira server before the class of 2014 shows up (which is RSN).

Here's my proposed new text. Thoughts?

Welcome to Athena
-----------------

- Project Athena was an eight-year experiment (1983-1991) to explore the use
  of computers in university educational programs.  The Project focused on
  developing computers as useful tools, rather than as objects of study, in
  the education of students at MIT.

- The Athena system, one of the fruits of Project Athena, is a campus-wide
  distributed computer service consisting of hundreds of networked
  workstations and related facilities (such as printers and file servers)
  available to MIT students and faculty to help them achieve their academic
  goals and learn about computers while at the Institute.

- For help about any aspect of Athena, visit the On-Line Help (OLH)
  web pages at: http://ist.mit.edu/services/athena/olh

  There you will find guides to all aspects of the supported Athena
  environment, including a basic introduction, a tutorial on using the
  command line (shell), information about the AFS file system and how
  to use it, and much more.

Also, we should create ~/Desktop for the user ahead of time, and have a shortcut to ~/welcome there, so users can double-click on it in this brave new world.

So, we should create ~/Desktop, and drop some launchers into it. I suggest the ones at /mit/jdreed/Public/nautilus for now.

(Note that the welcome.desktop one has "URL=../welcome". I think that's what we want, because any absolute URL would have to include the user's name, which isn't really feasible.)
