printing-config's lprm doesn't honor "-" as a job specifier

Description

You can specify "-" to remove all jobs. Printing-config's lprm doesn't let you do this, presumably because the "-" gets lost in the argument munging.

I initially thought we would WONTFIX this, but CUPS' lprm does support "-" -- it's just our wrapper that doesn't. So we should attempt to fix this.

Ugh. The issue here is that - is a positional argument that happens to look like an option. getopt is useless, so we'll do this the stupid way (r25209)
