Revert 1.39: it breaks cases like "make install prefix=/foo" (and quoting the setting is ineffective, as the offending packages check if the mandir setting matches the default, and overrides it if so).

Add a "-l <libdir>" option, so that the user can specify a directory containing an alternate set of stats files. (This will probably only be useful for testing).

Set mandir explicitly to ${prefix}/man, to override the default of ${datadir}/man in some packages (e.g. gettext, libiconv).

The previous test using find(1) doesn't work, since it always returns 0 in the situations we care about. This changes the test to look for output from find so as to properly detect recent changes.
