I hear Scripts might have done something awesome that we can copy?

scripts' solution failed miserably, in part because nothing else in Trac (the zephyr plugin, most notably) knows that the concept of sensitive tickets exists.

Crazy proposal: file PGP-encrypted text in Trac.
