make-chroot doesn't work with quantal

Among other things, schroot expects /dev/shm to be a directory, and it's now a symlink to /run/shm (I don't know why this worked in Preicse?). So we need to use a different mounts file for newer chroots, or do something clever

I committed r25660, but that's only half the story.

Fixed in r25661, but I suspect we need a better answer in the long term.
