The debathena website's RewriteRules are stupid and needlessly complicated

There are a variety of ~/.htaccess files in various places in the locker, all doing terrible things. At some point, this broke horribly and we never noticed, such that things like lintian.debathena.org and snapshot.debathena.org ended up getting into an infinite redirect loop. We should fix them and above all, document each rule and why it's there.
