Use HTTPS for debathena.mit.edu

Description

Installation instructions should be over HTTPS just as much as the actual installer.

I think browsers are generally better at SNI than wget is, so it should be fine to turn on an unconditional redirect and set HSTS. (Alternatively, we could finish doing whatever we were going to do with athena10.mit.edu.)
