add/athdir should tell you if the locker is too old

add (and similarly, athdir) should be able to tell you if your locker is too old. With machtype 10.5.3, we now know about deprecated sysnames, and can check them. We should come up with a short URL that people can go to that is appropriate for both end-users and locker maintainers.
