if-up.d script disappeared from debathena-zephyr-config

debathena-zephyr-config is missing /etc/network/if-up.d/debathena-zephyr-config. Therefore, zhm is never successfully started on machines whose network comes up after boot.

The changelog for  debathena-zephyr-config 1.12 suggests that the intention was to remove the obsolete alternative to the dh_installifupdown call. However, it actually removed the dh_installifupdown call too.
