We can delay the gnome-terminal startup a few seconds by adding a X-GNOME-Autostart-Delay setting in the autostart .desktop file. Many of the Lucid autostart files set this now.

This seems to only happen the first time somebody logs into a Lucid machine.
It also seems to be the case that the gnome-terminal spawns while the desktop is still trying to figure out how it's going to deal with things like drawing window chrome and panels (all of which seem to work themselves out shortly after spawning the gnome-terminal).
It seems like something along the lines of the old-release -> Lucid gconf migration might be coming into play, or something like that. Not sure what, though.
