use DEP-5 debian/copyright format

Description

Following up to #564 (clean up licensing), it would be nice to switch to using the  DEP-5 format for machine-readable debian/copyright files in the standard Debian control-file syntax. (Note that the "standard" MIT license goes there by the name of Expat.)

One thing to note here is that I see no explicit provision for stating the licensing of the "packaging" separately, but I think in all our cases it suffices to make a Files: debian/* stanza.

This is now policy as of 3.9.3, and we should deal at some point, at least going forward.

I've updated Copright? to reflect this, and committed our first package that uses it. We should switch the entire archive at some point, but "eww".
