new-GDM is too cool to display the contents of /etc/nologin

Description
1) Create /etc/nologin and put some text in it.
2) Try to login using GDM
3) Be sad.
The specific failure mode is that after you type your username, it will just say "Authentication Failure". That's a pretty terrible user experience.
Before reporting this upstream, I want to make sure this isn't a consequence of our GDM config, or /etc/nologin being deprecated or something.

Bad idea:
We could write yet another gdm applet to monitor /etc/nologin and and display a large message saying "This workstation is temporarily unavailable"
