debathena-tex-config occasionally causes pdftex to barf

I have occasionally seen tex-config barf and spew a whole bunch of crap about pdftex.ini and fail to install. This seems to only happen when pdftex is installed _before_ installing tex-config for the first time.

I've only seen this on amd64, but I hope it's not arch-specific. I also don't think this is related to #587, but *shrug*

Can you provide either a copy of the logs or a reasonably-consistent way to reproduce? Installing texlive-main and then debathena-tex-config into an empty lucid-amd64-sbuild chroot does not seem to fail.

You said installing, but is this related to the uninstall case of #669?
