tilde-lockername broke in Lucid for non-user lockers

If this isn't fixable, we should document it as a known issue, since it is a behavior change.

We made a decision some time back to stop debathenifying tcsh and bash to support the ~locker syntax (and the locker syntax) and only do ~username. A long time ago Debathena did keep these patches. I can dig up the exact conversation where we made this decision, but it was largely based on that Debian modified the .orig tarball for DFSG-freedom or something without renaming it so we couldn't support both Debian and Ubuntu (which didn't modify it) in the same apt repo.

However, we did not take steps to revert the debathenified package on systems that already had it, so some old installs will still have it, even though a fresh install of any release, Jaunty or Lucid, won't have this functionality.

Uh, that's supposed to say "(and the ~~locker syntax)..." and not be a whole bunch of strikeout.
