renew should use fsid -a, not aklog

Description
renew fails miserably for people whose homedirs aren't in the AFS cell. You can make the argument that they need to create ~/.xlog files, but that kind of sucks.
We should change the renew alias so that it uses fsid -a if available, and falls back to aklog.

This broke renew for local users (e.g. debathena-standard), which usually have an empty attachtab.

When fixing this, keep in mind that ‘renew’ needs to satisfy three kinds of users:
- $HOME ∈ /afs/athena.mit.edu
- $HOME ∈ /afs − /afs/athena.mit.edu
- $HOME ∉ /afs
