Also, the NOTES file should document how this move is done. Can it be done before natty is added to DEBIAN_CODES?

This is done, but I'm not closing the ticket until I change DEBIAN_CODES (currently milestoned for Tuesday) and push proposed -> production (rebuilding for natty as necessary)

Discussion on zephyr suggests that we actually want to move the packages to production now. This is complicated by the fact that there are other things in -dev that shouldn't immediately go to production (you know, because nobody has done any testing).
We should come up with a reusable, useful tool that will move every natty package from development to production that doesn't require people to write reprepro commands by hand.
Alternatively, in the future, we should have build-all upload to an additional repository ("testing"?) so that we can just move things from there without worrying about the -development workflow.
