recovery-mode-config does not set /etc/hosts correctly

Description

The athena-renumber script writes out the line

127.0.1.1 $fqdn $hostname

to /etc/hosts. Neither of these variables are set.

That said, in the context of athena-renumber, since we have a static IP, there's no need to set an /etc/hosts entry for 127.0.1.1. Freshly-installed hosts have a line there for the actual static IP address, for instance.
