bugme -> logmeout

Description

Having kicked a number of quickstations today with people idle for hours or days, I assert that bugme should have a hard logout at 15-20 minutes. There's precedent for this now, as the WIN.MIT.EDU machines log you out after 8 hours of idle time. This requires discussion with release-team, buy-in from FSX (which I guess is how "owls" is pronounced these days), and also outreach to the dorms to ensure they want their quickstations to remain as quickstations. (Edgerton, for example, has two quickstations in their library, which have some time limits by virtue of lacking chairs, but need not have the 10 minute time limit.

There is buy-in from ISTAB that you should get booted from a quickstation after 15-20 minutes, provided we do the dorm outreach mentioned above.

This is only acceptable if it's idle time, not usage time, and it's not clear which one you mean. The last few times I've used a quickstation, I've legitimately needed it for more than 10-20 minutes, mostly to do things like debug an issue in production on that quickstation, force-take updates, etc., but occasionally because I was doing my own work and nobody else was around, which is perfectly acceptable per RoU.

Idle time is hard. I assert that there's no legitimate need to use a quickstation beyond 20 minutes, except possibly debugging. Despite it not being listed in RoU (since they predate quickstations), we repeatedly tell users that quickstations are for 10 minute login sessions only.

However, it's possible that why I mean by this ticket is "Fix #814 and #386". And possibly that bugme should get more annoying (full-screen dialog boxes) after 15 minutes.

r25525 adds this feature, for use by kiosk (see #830). We should re-visit this issue. I assert that using a quickstation for an elapsed time of >= 20 minutes is Wrong(tm). If you need to tool, go to a cluster. If you're debugging something, you can edit the workstation in question to not pass --fatal to bugme.

historical note: I believe one of the reasons we didn't do this initially was fear of data loss (which could just be someone starts to send an email message and it gets longer than they expected). This is not an objection, but if a strongly worded warning appeared a minute or two before the logout that would be clever (and I don't know that one doesn't).

At the moment, I think we only plan on implementing this for kiosk browsing, which has no state. But yes, between the time "limit" (10 min) and logout time (15 minutes), a large (20 point font) dialog box says "Your session will be terminated in %d seconds"

OK, the functionality (--fatal) is now there in bugme, but is disabled by default. We can decide whether to enable it for quickstation logins or not.
