Upgrade build chroots weekly

Description

Is there a good reason not to run all-schroots upgrade-schroot out of cron at like 5am on a Sunday?

We could have a flag file that disables it when we're building a new release (which might persist across Sunday nights)

I suspect the right thing to do here is to have the "all" rule in the build-all Makefile set a flag when it starts and then clear it when it ends, so that this doesn't happen during a build. I don't know enough make to figure out how to do that correctly without changing gen-build-deps.
