Increase installer DHCP timeout for slow networks

Description

Hopefully we can increase the timeout d-i uses before it decides that it couldn't get a DHCP address. It's only about 8 seconds or so, which is not long enough on some of our ancient networks.

Fixed for upgrades in r25149 and auto-update 1.23.3 (not yet built).

Unclear if we want to change it on the PXE server. I think we do, but certainly the bigger problem is when an entire cluster reinstalls at once.

For completeness, the kernel arg is netcfg/dhcp_timeout=nn

Geoff notes that we can get debian to reuse the DHCP lease it got at boot time.

I didn't elect to change this on the PXE server side. It was most problematic during reinstalls, and that's now moot with the netcfg changes.
